Issue Network or Iron Triangle?

Question by M Tyler: Issue Network or Iron Triangle?
Is the following an issue network or iron triangle? It’s pure fiction I made up.

Odis Pimpernecklesnuflechuck has just been elected to the House of Representatives, for Virginia’s 11th district in a landslide and unexpected win against Bob Goodlatte. Rep. Pimpernecklesnuflechunk is also a Republican who grew up on a chicken farm, but was traumatized by an early childhood experience in which her Father leashed chickens and made them wear sashes in support of Justin Bieber for the Grammy’s best new artist award. Any chicken which violated this requirement would sadly find itself at KFC or Popeye’s through unethical means.
It is of no wonder that Pimpernecklesnuflechunk and PETA (People for the Ethical Treatment of Animals) have so much in common. PETA works through public education, cruelty investigations, research, animal rescue, legislation, special events, celebrity involvement, and protest campaigns. Serving on the Livestock, Dairy, and Poultry subcommittee of the House’s Agriculture Committee keeps Rep. Pimpernecklesnuflechunk in close communications with PETA. The House is currently trying to pass bill H.R. 435626272818191919145640786786266 in which farmers would have to provide reports on the animal welfare through the Social Services.
Representative Pimpernecklesnuflechunk and PETA both will need the support of an agency within the Agriculture Department known as APHIS. APHIS (Animal and Plant Health Inspection Service) seeks to protect animal welfare and ensure ethical practices are taking place. It will require a three part effort to convince fellow representatives in Washington of the dire need to protect the first amendment rights of chickens.
