State to State Exchange on Health Insurance Exchanges

States are busy laying the groundwork for health insurance exchanges, a major part of implementing federal health reform legislation. A handful of states started working on exchanges even prior to health reform as part of work funded by the Health Resources and Services Administration’s State Health Access Program (SHAP).
